Constitution Day
From the first beginning of the formation of Turkmenistan there were some different constitutions. The last, the 4th one, is the Constitution of Independent Turkmenistan. It was adopted on May 18 in 1992. The highest aim of the new movement toward reform and a new life irrevocable.
According to the new Constitution a person is the highest value of society. Each person is provided with certain rights.
Much work has been done for the fulfillment of large-scale political reform. A Presidential form of government was established and a new Cabinet of Ministers has been formed.
The government has set up a supreme organ of People's power called the People's Council (Halk Maslahaty). In accordance with the new Constitution the first professional parliament has been formed and it operates the state structure of Turkmenistan.
The basic laws of Turkmenistan uphold sovereignty and neutrality. They serve to strengthen public control and civil peace. The Constitution is the most significant means for further development and strengthening of democracy.
